Russia is China's biggest neighbor. Since the early 1990s, especially since the heads of the two countries established the principle of "China-Russia Strategic Partnership of Coordination" and "Friendship from Generation to Generation and Never Being Enemies", China-Russia relations have developed rapidly, and both countries are willing to further develop friendly relations among their people. To achieve this goal, both countries have decided to hold "Russia-China Tourism Year" to enable more young Russians and Chinese people to understand each other's different cultures.

On the evening of March 22, 2013, the opening ceremony of China-Russia Tourism Year was held at the Grand Auditorium of the Kremlin in Moscow. President Xi Jinping and Russian President Vladimir Putin jointly attended and delivered speeches. Together with more than 5,000 people from China and Russia, they watched an artistic performance themed "Beautiful China" by Chinese artists. Wang Huning, Wang Yang, Li Zhanshu, Chang Wanquan and Yang Jiechi attended the above activities.
