On December 11, Philippine Ambassador to China Jose Santiago Romana and his delegation visited the representative office of Batangas International Trade Center of the Republic of the Philippines in Shaanxi. Mr. Jiang Bo, CEO of Batangas International Trade Center, received members of the Philippine diplomatic delegation and the Chinese leaders accompanying them and held talks.

On May 13, 2018, Governor Wan Yonggao of Batangas Province of the Philippines and his delegation visited Shaanxi to attend the Third Silk Road International Expo and the Investment and Trade Fair for Cooperation between East and West China. After the meeting, Liu Guozhong, then governor of Shaanxi Province, and Wan Yonggao, governor of Batangas Province, signed the Letter of Intent for Developing Friendly Provincial Relations between Shaanxi Province of the People's Republic of China and Batangas Province of the Republic of the Philippines on behalf of Shaanxi Province and Batangas Province respectively. In November 2019, Shaanxi Province and Batangas Province of the Philippines established sister-province/prefecture relations in Xi'an, laying a solid foundation for in-depth cooperation between the two sides.
